Rolled or troweled onto the substrate before tiling, it keeps water out of the framing in a shower or wet area and isolates the tile from small cracks in the slab below, so a hairline crack in the concrete does not telegraph up through the tile. It is available as a liquid, a sheet, and a foam board, and it is the layer that lets a tiled shower or a wet entry last without failing behind the surface.
